We know the benefits of such a recognition: it has been documented at the national level across the world.

First on rationale: universal recognition of this right wld enable UN Human Rights framework to reflect state of law in vast majority of nations & regional frameworks. Currently UN lags behind, failing to mobilize political focus & resources as needed
