Turner cites SCOTUS ruling in Buffoon Hill case where it says it's a violation of the equal protection clause if w/out sufficient justification, communities are split up on the basis of race. References #SD23. #SB4 #txlege

Turner mentions Shaw v. Reno case says Lege is "always aware of race." Says Huffman's comments make no sense. He also cites Miller v. Johnson SCOTUS case, which says bizarre district shapes can be circumstantial evidence in VRA cases. #SB4 #txlege

Turner claims a racial purpose drove the boundaries of #SD23. Turner's map restores #SD10 to current lines, keeping it within Tarrant Co. b/c it is within deviation. He argues they subordinated race neutral considerations for racial gerrymandering. #SB4 #txlege

Turner also cited a statement and maps by @beverlypowelltx showing how #SD10 is cracked.

He reminds cmte members that the court in the last decade ordered the #txlege to redraw #SD10 from an impermissible gerrymander to a fairer legal map. #SB4

Turner says b/c the proposed map (#SB4) is in violation of the VRA and Constitution, we should correct the map in contravention to tradition of the House accepting the Senate map w/out changes. #txlege
