The draft resolution-- the product of extensive consultation "with those in- & outside of the Party"-- interweaves the theme of the enduring "Never Forget the Original Aspiration, Keep the Founding Mission Firmly in Mind” (“不忘初心、牢记使命”教育活动) Campaign...
by asserting that the CCP "has faithfully fulfilled its original mission, united and led the people of all ethnicities across the country to paint a magnificent portrait in the history of human development on this vast land that is #China."
The news release suggests this new resolution is no mere victory lap for the #CCP: it's defiant, even truculent, in tone, claiming that it is the Party that allowed "the people of #China to stand up after being enslaved & bullied for more than a century in the modern era"
With an affirming nod to the "wolf warrior" discourse of recent months & years, it notes the #CCP has "increasingly consolidated #China's international position," linking this to the CCP's new theme of a century of historical struggle (suggesting also continued struggle ahead)
"The #CCP & the Chinese people solemnly proclaim to the world that, by virtue of their heroic and tenacious struggle, #China has made a great leap from standing up to getting rich and becoming strong...
"... and that the great rejuvenation of the Chinese nation has now entered [a new stage] in an irreversible historical process." The themes of #China's nat'l unity, defiance against perceived resistance from the int'l community & the import of hardship & struggle predominate.

I say "long awaited" because these regulations were initially deliberated & approved by the PBSC 5 Nov 2009, promulgated by the Party Central Committee on 13 Aug 2010; but, interestingly, then revised by the PB on 26 Feb 2021, then promulgated *again* by the CC on 16 April
