#COP26 is turning into most exclusive COP over the past decade.
Observers are barred for now from any access to entire negotiating area despite so many reassurances from @COP26 and @UNFCCC Sec.
Even first days of Copenhagen compare better.
Here comes a short thread with context
2/ there are many concerns but biggest is the restricted access to negotiating areas.
Leaders might require a safety zone but this time the entire negotiations are cordoned off. This is unprecedented.
We have only access to a climate fair, 1 supermarket & 2 restaurants
3/ Despite health concerns & very high costs, CSOs & indigenous peoples came from all continents to be heard
🔒But doors remain shut.
Telling Global South youth partners that best for now is to work from overpriced accommodation is literally heartbreaking
4/ Why this matters?
The pressure provided by civil society and Indigenous Peoples is essential for an adequate outcome. This ridiculous rules constitute a gamble with the success of the #COP26 @AlokSharma_RDG@PEspinosaC, we call on you to fix this, there is too much at stake.

This paves way for continuation of OHCHR & Council’s work on climate - but this fails to constitute a step change in Council’s response to climate crisis

2/ All #HumanRights institutions recognize that climate crisis poses systematic threat to enjoyment of human rights. UN Human Rights Council has adopted 11 resolutions on the issue. Yet these do too little to orchestrate proper response matching the scale & urgency of the crisis
3/ The resolution, tabled by Bangladesh, Philippines & Viet Nam, was adopted today after all hostile amendments put forward by Russia were rejected. ALL other states voted in favour of the resolution demonstrating that consensus remains (Russia only abstained but did not oppose)
🚨⚠️Growing concerns at ongoing🇺🇳UN Climate Talks that modalities of virtual negotiations constitute huge step back for the right of civil society and #IndigenousPeoples to participate effective in climate related decision making!

🤐no modalities for effective input in negotiations
⛔️critical negotiations closed
🤝no opportunities for informal interactions/events
3/ Lack of transparency & participation is serious concern, esp when:
❌ concerns of those representing most vulnerable are ignored
🚓civil society space is shrinking globally & environmental leaders are under threats
⚖️agenda doesnt allow to address issues re: to #ClimateJustice
