Together with @_PaulSchmidt and @JohannesPollak, Michael has co-edited the book, which analyses 41 European countries from the perspective of European #solidarity - but the main question is: "does European solidarity actually exist?"
"On the one hand you have Ireland being showered with #solidarity during the #Brexit negotiations; on the other hand you have Poland which sees European solidarity as a one-way street"
Michael is joined in this interview by TEPSA Secretary-General @CloosJim - he spent years in the @EUCouncil, so from his experience: "do the Member States realise the importance of European #solidarity"
"I think #solidarity is well understood in the @EUCouncil generally, because Member States understand the 'give and take' of the EU. But this isn't to say that countries have become altruistic bodies"
"In these 41 chapters you will see very different views: there is one notion of the 'Baltic Bubble' whereby the Baltic states 🇱🇻🇱🇹🇪🇪 kept their internal borders open at the start of the #COVID19 pandemic"
But what prevents the Member States from showing #solidarity to each other? "Such examples often reflect a certain moment in time. [...] If you look back over a longer period than the last two years of #COVID then the picture is quite different" @CloosJim
But how does #solidarity affect #migration policy? After all, the Southern states are mostly bearing the brunt of mass migration: "We need to help countries of transit and of origin. But we also need to deal with what happens when this fails?" @CloosJim
"The chapters of Cyprus and Malta describe the islands as willing to help, but then bearing the brunt of the #RefugeeCrisis. The willingness of Malta to help led to a low-point in #solidarity"
"We can't solve all these problems ourselves nationally. So acting on #solidarity requires that we know more about each other. European solidarity requires a form of European identity"

"I do believe, looking at it more positively, that in various crises Europe has shown more resilience and interdependence"

"If you read the Lithuanian chapter, it underlines the need to support democratisation processes in the Eastern Neighbourhood. This is just one of many examples throughout the book"
