On cleavages with regards to #DI, there is a geographical cleavage - richer and older vs. poorer and newer MS. Experience from DI plays a role both for richer and poorer states.
In the EU, we don't have a two-tier system. We have different groups opting-out from different policy areas, always a minority of states. In the end, everybody participates in the core EU business, i.e the single market.

We are back for the last panel of the #InDivEU Final Conference.
Flexible implementation means that Member States are given the room to make certain choices when implementing policies. It has always been part of EU law.
Both #DI and flexible implementation (FI) address similar concerns & there is an association between the two. However, DI is mainly used by individual MS on certain policies, while FI addresses broader concerns, sometimes concerning all MS.
#DifferentiatedIntegration in itself is not sufficient to address the substantial challenges of heterogeneity in the EU. For this, experimental governance is crucial as a complementary approach.

The EU, as a project, should aim for more convergence, not less.
From the Croatian perspective, there is always mechanisms that are useful when making decisions. Small Member States are usually inclined to be collaborative.
Convergence should be the aim, not burdening Member States and citizens. It is important not to confuse citizens what regulations apply to them.
In this sense, communication is a very important aspect.
