This week all eyes will be on #Budget2022. #OUTA compiled some #tips for the Minister of Finance & @TreasuryRSA which we sent to them about 2 weeks ago. Here's our list:

OUTA wants to see these as top priorities in Budget 2022:
#Funding to decisively combat & PROSECUTE #corruption.
Concrete ACTION to promote #economicgrowth & address #unemployment.

Ensure ample funding for prosecuting state capture, corruption and tax evasion, for @sarstax @RSASIU Hawks & @NPA_Prosecutes.
Ensure support for whistleblowers.
Fund new oversight bodies as recommended by @StateCaptureCom.

Implement zero-based budgeting, so all spending plans must be properly justified, every year. #StopWastingOurTaxes

#transparency in spending.
More transparency in #budgeting & #spending, with much more public detail of line items (some line items are billions of rand, with no detail). It is our right as #taxpayers!

Block funds to programmes or entities which repeatedly fail to deliver or meet accounting standards.
For example @necsa_Ltd got audit disclaimers for last 4 years. Why do we fund this?

Consumers can’t afford high fuel costs. Taxes & levies are 33% of fuel price.
#OUTA says reduce General Fuel Levy by 32c/litre & do not increase RAF levy. Fix RAF fund. #Ringfence #carbontax on fuel for carbon mitigation.

Critical state assets like Parliament, electricity & water infrastructure need better protection. The Police's Protection & Security Services got R3.232bn in 2021/22, but 89% goes to VIP protection. Why?

Stop overpayment of SOE execs, particularly in view of poor track record of those entities.
eg @TrafficRTMC (in 2019/20, the top 4 got an average of R10.6m each, which was 7x total cost of bottom-earning 23 staff).

Reclaim rolled-over funds from #SOEs and departmental entities which accumulate huge surpluses.

Reduce #CarAllowances for politicians (ALL levels of govt) until the economy recovers & unemployment is significantly reduced. Buy #locally manufactured cars. Will boost economy and cut costs.
