Here is our #LossAndDamage focused update from the 8th day of the #BonnClimateConference. With negotiations likely to continue into the early
hours of tomorrow morning, we are reaching a decisive moment on #LossAndDamage at #SB56.
Yesterday the second technical expert dialogue on the New Collective Quantified Goal on climate finance (NCQG) took place where #LossAndDamage finance was raised by several developing countries.
Going forward it will be important for developing countries to continue to raise the importance of integrating #LossAndDamage finance into the NCQG so that it is captured in the final text at #COP27.
This morning we read this powerful opinion piece from The Prime Minister of the Republic Of #Vanuatu, The Honourable Bob Loughman Weibur, in which he explains why #Vanuatu is seeking an advisory opinion on #ClimateJustice and #HumanRights from the International Court of Justice.
Highlights included The Honourable Bob Loughman Weibur’s indication that the #ICJ opinion was focused on "clarifying the obligations of states to protect #HumanRights" in relation to the #LossAndDamage that those in front-line communities like #Vanuatu are already suffering.
The discussion highlighted that Parties have different visions for the #SantiagoNetwork. With developed nations envisioning the network as a light structure that relies heavily on its members for expertise and delivery of technical assistance.
And developing nations supporting a structure with greater capacity to ensure it can deliver its functions effectively.
@harjeet11 and @tetetlauron on how the #SantiagoNetwork must strengthen capacity in the global South and not see technical assistance delivered by consultants “helicoptered in” from the global North to the benefit of Northern institutions.
And Hifij Khan of the ExCom of the Warsaw International Mechanism for #LossAndDamage (WIM) on the need to shape the #SantiagoNetwork around the needs, experiences and understanding of impacted communities.
There are two key issues being discussed tonight at the #BonnClimateConference. The G77 and China will be fighting to assure that #LossAndDamage is a standing agenda item and negotiations will continue on the structure and operational modalities of the #SantiagoNetwork.
Unfortunately, following the conclusion of Heads of Delegation meeting this evening, we understand there was no consensus on the way forward on discussions on an agenda item on the #GlasgowDialogue on #LossAndDamage though we are keeping hope alive for a positive outcome!!!
We know that developing countries will continue to push to assure that the discussion from the #GlasgowDialogue will inform setting up a #LossAndDamage finance facility whilst pursuing broader discussions about funding for #LossAndDamage at the scale of the needs.
We also can’t forget that #LossAndDamage was raised by many in the roundtables and world cafes during the technical dialogue of the Global Stocktake of the #ParisAgreement (GST) here in Bonn.
We expect these discussions to continue. We all need to contemplate how we can assess our collective progress towards addressing #LossAndDamage as a global community. Clearly, we are failing at the moment.
