Turkey isn't exerting a stealthy operation. For years Ankara offered various solutions to end mass flow of refugees. 1st offer to enforce no fly zone in Northern Syria was rejected by EU.
Years after the rejection the former German minister of foreign affairs Mr. Sigmar Gabriel admitted that it was a mistake not to use no fly zone option to impede refugees.
Then Turkey offered to train and equip local Arab population to challenge against the Damascus's possible unwarranted action. EU kept silence, Washington accepted to support in case the framework would be in compliance with US interests.
