Shotgun approach, scheme after scheme to see which one will fly.
As most people unfamiliar with how things work key takeaway is citizen will remember 2016 as last time they directly chose nation's leader.
After new Constitution in place nation's leadership will be in hands, basically, of our current Congressmen who will pick among themselves.
Other shotgun schemes include bill filed abolishing Congress after plebiscite, giving lawmaking powers to President. 
But there is an emerging pattern in the various schemes.
And no, these aren't deniable "academic" proposals. One presented in Palace and the other filed by ally in the House.
