Quantity fraud continues as Aadhaar cannot shift power balance b/w dealer & beneficiary. + Causing much disruption.

No internet connection meant dealer has to separate authentication (here, under a tree) & disbursal of grains (PDS shop).

Erroneous Aadhaar seeding (or the lack of) = no grains for Lusiya Kullu & husband since March 2017.

If daughter not around, Rejan Samad, 72 yrs old, ill and infirm, cannot get his grains
