#RIIO2 framework needs to be strengthened in 3 ways: vulnerability; low carbon; & meaningful stakeholder engagement

#RIIO2 On vulnerability - @Ofgem needs to give acknowledgement now that forthcoming proposals for gas & electricity distribution will recognise importance of continuing with an explicit incentive to continue to improve Nwk services for customers in vulnerable circumstances

#RIIO2 on low carbon - need a new Low Carbon Incentive to encourage more joined up & flexible approaches from companies. This incentive would help align network business drivers with whole systems thinking and national carbon reduction goals @theCCCuk @EmmaHowardBoyd

#RIIO2 on meaningful engagement- needs to focus on outcomes / incentives (for current & future consumers & wider grps inclu the enviro). Need to say how stakeholder reps will be engaged in cost of capital decisions if returns 2 be seen as ‘fair’ @CitizensAdvice @NEA_UKCharity
