Fire in a high rise on Whitechapel High Street. London Fire say ten engines & 70 firefighters are at the scene. They’re asking people to avoid the area if possible

@nbdbuk #BuildingSafetyBill we are just coming to the end of the statement on NHS Care, about 5 speakers to go.

There is then a 10 minute rule bill about pension transfers and then the Second Reading debate will start, probably just after 3.
@nbdbuk In terms of what to expect today, the Commons is being asked to agree whether the Bill proceeds to the next stage of scrutiny, known as Committee Stage.

There will be a vote on that around 7 p.m. this evening.
@nbdbuk The Commons is also being asked to agree a programme motion setting out the timetable for the next stages of the Bill.

The Commons will send the Bill to a Public Bill Committee, which will start work in September and report back no later than 26 October.

Commons today debated housing parts of the Queen's Speech.

Gov't defeated Labour's motion to set a deadline of June 2022 to remove all cladding by majority of 138 (358-220).

Vote as expected, but there were some encouraging signs, discussed below.
2/13 The result was as expected.

The record shows 3 Conservative MPs abstaining.

SNP also abstained.

3/13 Main encouraging sign from today's debate is that more Conservative backbench MPs started to speak out on the issue, including that it's #notjustcladding

This mirrored Lords last week, showing there is increasing concern inside the gov't over its handling of the issue

1/6 Using MHCLG’s own estimates there are 8,000 >18 m buildings with cladding requiring an EWS1. Multiply that by the £2.2 million average full BSF funding per building awarded to date (£241.5m/106) gives an estimated cost of £18.23 billion. #EndOurCladdingScandal
2/6 While you’re thinking about that MHCLG, on Tuesday you estimated the Building Safety Bill will apply to 13,000 >18 metre buildings. Multiplying that by £2.27m per block gives £29.5 billion, or nearly 6 times what’s currently on offer.
3/6 Your estimate of buildings 11-18 metres with cladding requiring an EWS1 is 50,000. Assuming each costs 1/2 of a >18m building that’s £56.75 billion just on them. You may not have focussed on that because your planned #forcedloans dump that cost + interest on l-holders.

1/8 #QueensSpeech '21 is a mixed bag in terms of #EndOurCladdingScandal and for #leaseholdreform

As promised, the government has announced a bill to ban new ground rents. Commitments were made during the #FireSafetyBill debates last month to also look at forfeiture.
2/8 Implementing the rest of the Law Commission's recent reports on #leaseholdreform is expected to wait until later.

The balance of the package outlined important reforms on cheaper lease extension, easier Right To Manage and improving commonhold.

We need all these reforms.
3/8 As expected, the government also promises that the #BuildingSafetyBill is to be introduced this session.

We wait to see if the deeply unpopular Building Safety Charge is still included and how "high risk buildings" will actually be defined in the new law.

Part 1: Lack of sleep.
Going to bed and thinking "what happens if there is a fire and we don't wake up?".

Turn on all phone sounds in case neighbours call. Prepare "emergency" box with key valuables/docs in case we need to flee the flat. 2/18
Part 2: The tears.
And there were a lot of them from the minute we found out our building was not safe. #WakingWatch parked outside our front door the very next day.

We learnt we had same cladding as #Grenfell, missing cavity barriers, balconies are rubbish - the whole hog. 3/18

2/15 First and foremost, this is a failure of government. It has had nearly 4 years to identify and remedy buildings at risk.

It has failed to do so, instead preferring to push the problem onto anyone except itself and then standing idly by whilst others did the same.
3/15 Freeholders do not do the right thing. The freehold to this building is still owned by the developer, Ballymore.

Ballymore has not offered any meaningful contribution to the vast costs of removing cladding, instead dumping the costs on the taxpayer and its leaseholders

1/4 #EndOurCladdingScandal @Barrattplc reports this morning that it will pay a £76.3 million dividend for the half year (bit.ly/2R1Hls2). That is nearly half the £200 million a year the government proposed to raise from its new Developer Levy. Half. From one developer.
2/4 The trading statement also reports a £163 million total hit to the bottom line from cladding & legacy issues. Around £100 million of that appears to relate purely to defective concrete frames in buildings like Citiscape.
3/4 The government can and should go much further with the paltry Developer Levy. It should also reform the law to make it easier to hold developers to account. None of the people involved in the current mess will learn anything unless there are consequences for actions.

1/5 #FireSafetyBill reaches the end game.

@LordRoyKennedy has put down a motion that the Lords insists on keeping the amendment thrown out by the Commons earlier today.

That sets up a "double insistence" because it is the second time the Lords has offered the same amendment.
2/5 Neither House can insist on the same amendment twice.

If the Lords passes this motion and the Commons again rejects the amendment later today or tomorrow then the #FireSafetyBill will be lost.

3/5 If @LordRoyKennedy motion does go to a vote and is passed, it forces the gov't to choose between losing the bill or compromising to protect leaseholders.

This underlines how deeply the Lords feels on this issue. It is extremely rare for their to be double insistence.

@nbdbuk #FireSafetyBill once this item is over the House of Commons will start to consider the bill. Debate will last no more than 1 hour.
@nbdbuk #FireSafetyBill expect the government to try to knock out the amendment added by @LordRoyKennedy in the Lords last night.

Anything less than a majority of 145 for the government on that vote shows a rebellion. Key test is whether number of rebels holds up.

It may offer a concession to avoid another rebellion. Last time 33 Conservatives rebelled against their party.
@nbdbuk @BishopStAlbans The bill will then go back to the House of Lords around 4.40 this afternoon. The Lords will have 3 choices. It can either give-up, add a completely new amendment, or try a revised version of @BishopStAlbans amendment.

#FireSafetyBill THREAD

The Lords is currently considering the item before the Fire Safety Bill. This is a new law to exempt the square footage of public toilets from business rates. The idea is the tax break will encourage private building owners to provide more toilets.

The Lords will debate whether to add one of 3 amendments to the bill. The first is @BishopStAlbans. It bans leaseholders from paying costs associated with the #FireSafetyBill until the gov't produces a comprehensive scheme to prevent leaseholders paying for others' mistakes.

#FireSafetyBill THREAD We're approaching the end of the debate on the Trade Bill. The debate has concerned what steps Parliament should take to avoid entering into trade deals with countries with poor human rights records. After a vote Commons will move on to the Fire Safety Bill
1/ The question the House of Commons is being asked today on #FireSafetyBill is whether the Lords amendment (aka McPartland-Smith amendment) should stay as part of the bill or not. There will be a one hour debate followed by a vote.
2/ Things to watch today are (1) whether the government offers anything to help leaseholders beyond what has already been announced and/or (2) whether any Conservative MPs vote against the government or abstain from voting.

1/6 Perhaps this shows the Westminster government’s ignorance of fundamental issues contributing to the cladding scandal. For starters, it’s a waste of time spending money, whether that’s £97 million or 97 pence, until you know how many buildings are affected #NotJustCladding
2/6 Secondly, you also need to know the range of issues across the population of buildings. Thirdly, you need to determine what “safe” looks like and the expense reasonably justifiable in reaching that level of “safe” balanced against the risk posed by any given building.
3/6 Fourthly, you then need to work out how to phase works so the highest risk buildings (those farthest from “safe”) are fixed first and there are sufficient materials and manpower available at all times. Otherwise the risk is prices will shoot up.
