Corker's proposal is to impose a significant limit on Trump's tariff powers, giving Congress a vote on any "national security" tariffs - crucially, like the auto tariffs Trump is now threatening. In this case, Trump's powers are being protected by a Democrat.
Trade politics are weird right now - Trump is much more aligned with the Democratic caucus than he is the Republican caucus. He has convinced Republican voters that free trade is bad and tariffs are good, but the party's Senate group is still mostly supportive of free trade.
