Gareth Noble beginning proceedings tonight at #RightsBasedPolicing: #Visions4Change - despite dreaded technical difficulties!
David Joyce speaking on bias and profiling against Travellers from Gardaí - sometimes based on nothing more than “looking like” a Traveller
Fiona Whelan artist in residence with @RialtoYouthP - “we live in an age and a country where working class people are oppressed”. They reject the word “disadvantaged” as it implies there are no perpetrators
Fiona spearheaded a project on power and powerlessness with young people in Rialto and the biggest theme that emerged was policing, particularly stop-and-search
Fiona tells us of one young man who asked a Garda - “do you ever say sorry? If you’ve stopped and searched someone and it turns out they’ve done nothing wrong?”
#RightsBasedPolicing #Visions4Change
A training programme for new Garda trainees was developed on the back of this project but seems to have been shelved since.
Alyson Kilpatrick begins on a note of hope - lots of the issues identified here have been solved in the North by a rights-based approach to policing
#RightsBasedPolicing
#RightsBasedPolicing involves putting the rights enshrined in the European Convention on Human Rights at the heart of services, policy, strategy, engagement with the community - in short, embed them in everything.
A departure from this approach can lead to abuses and really undermines public confidence in the police #RightsBasedPolicing
Alyson recalls the moment when a police officer/Brendan Behan aficionado told her “there is nothing that can’t be made worse by the arrival of a human rights lawyer” 😏 #RightsBasedPolicing
The lack of access to classified information classified is one of the biggest problems we as advocates of #RightsBasedPolicing in #GardaReform face, according to Alyson Kilpatrick, who adds that transparency is a key element of legitimacy.
Once police in NI started to view children from so-called “different social realities” as rights-holders they began to wonder WHY they might have been out late on the streets and what they could do to PROTECT them. #Visions4Change
If these reforms are to be implemented then they must be implemented across the board - including in the area of state security. If they could find a solution to this dilemma in NI - surely we in the republic can? #RightsBasedPolicing
An audience member highlights how hard it is for Travellers to claim rights - Alyson explains that advisory councils were set up with Traveller reps on them to feed back into the police service in NI
#Visions4Change
Alyson describes how, since #brexit , the discourse on human rights has become “poisonous” - a real us&them situation.
We will launch Alyson’s report on #RightsBasedPolicing at the @_IHREC on 14 September
