New NAO report on DfT shows just how much of a challenge 'no deal' preparations are...

They looked at four workstreams that require new systems or infrastructure.

As of last month... *plans* were still being finalised...
Their system for managing queues at Dover:

"very little room for delay, and it carries significant risks"

A contract was awarded in May. Operational plans are still being drawn up...
A new IT system for registering trailers had it's business case approved last month.

There is 7 months to:
- Issue contract
- develop the system
- test it...
On International Driving Permits...

Currently done at 89 post offices, with about 100,000 issued annually.
Could be 4,500 post offices issuing up to 7 million permits.

They are yet to complete a business case or detailed plans.
Finally there is the technology needed to replace the European Maritime Safety Agency databases.

There are no detailed delivery plans, not started on the new systems (necessary for Mar19 in no deal)... but still developing the project governance..
DfT has about 20 of the 330-odd Brexit workstreams across Whitehall.

The scale, speed and complexity of no deal planning means these issues will no doubt exist in other departments.
