FISA or FARA?

What is more likely here?
Of course, it’s entirely possible that neither FISA nor FARA is correct

But I believe there is a high probability that it’s one of the two.
In a previous thread, I detailed my suspicion that a Disappearing DAD was fired/re-assigned on Sept 21, 2016.

Initially, I was leaning heavily toward the Disappearing DAD's inability to properly run the “FISA” program as the reason for his removal.

After looking closer, however, I’m no longer as confident.
Two weeks prior to the DAD’s dismissal (Sept 7, 2016), the DOJ OIG, Michael Horowitz, released a report on the lack enforcement of the Foreign Agents Registration Act (FARA) by the National Security Division.
“The DOJ OIG concluded that the DOJ lacks a comprehensive FARA enforcement strategy, and that such a strategy should be developed and integrated with the DOJ’s overall national security efforts.”

Since that report was issued, Rick Gates and Sam Patten have pleaded guilty to FARA infractions.

Paul Manafort has been charged under FARA and is set to stand trial later this month.
In May 2018, a Maryland man pleaded guilty to failing to register as a agent of Pakistan.

Maria Butina was arrested, in July of 2018, for acting in the US as an agent of the Russia government (She was charged under Section 951, a more serious variation of FARA).
General Mike Flynn was threatened with FARA charges.

There were rumors that the President’s son-in-law, Jared Kushner, was also in danger of being charged under FARA.
And according to George Papadopolous’ wife, Simona Mangiante, Special Counsel Robert Mueller threatened to charge PapaD as an agent of Israel.
On July 26 2017, the Assistant Director of the FBI’s Counterintelligence Division, Bill Preistap, testified in front of the Senate Judiciary Committee on the importance of FARA enforcement.

In this text from 7-22-16, Peter Strzok defends his decisions to pursue Counterespionage as a career path rather than Counterterrorism (CT).

He echoes Preistap's concerns before Congress.
I don’t believe Strzok is talking specifically about the children of National Security Division officials here. He’s suggesting the biggest threat to EVERY American child is espionage and not terrorism.
So there’s no question that a renewed emphasis was placed on FARA enforcement in the run up to the 2016 Presidential election.

It also appears indisputable that enforcement is targeted primarily at the countries of Russia and Ukraine.
And, so far, those charged with FARA violations all have been associated with one political party.

Eventually, perhaps, the Podesta brothers and other associated with the Democrats will be charged as well, but it hasn’t happened yet.
