tonight’s charlottesville police civilian review board meeting getting underway a few minutes late, with one board member absent.
starting off with public comment. frank dukes, a uva professor, says some of his students are interested in a research project re: community engagement that may be helpful to the board
next public comment is from a woman who’s done a lot of research into the bylaw writing process. god bless this very engaged community.
as discussed at previous meetings, the CRB does not have the ability to collect complaints independently. they are discussing now whether or not they want their board page on the city’s site to link to the police dept’s official form
currently the CRB page on the city website has a link to the page on the police dept website that explains how to file a complaint. board member sarah, after discussion, says she will draft language for a disclaimer - they’ll leave the link but explain it isn’t their form.

a few weeks ago, city council approved a $7500 increase in the CRB’s budget on the condition that they produce an itemized budget. the board is now saying they will not produce an itemized budget.

the board has previously discussed visiting similar boards in other cities. guillermo points out that many such meetings can be watched online & they’d probably get more out of meeting with key stakeholders & discussing how they do theTt56Ekgl
ms rosia says the board would like to take frank dukes up on his offer for research into better public engagement. sarah has been working on bylaws & will draft a disclaimer for the website about the link to the police dept complaint form.
sarah has also been working with someone from the virginia coalition for open government, “an expert on FOIA,” on the issue they’re facing re: how to collect information about police complaints without exposing victims to public records requests
board member josh bowers is in communication with the law school’s pro bono project. don is meeting with the city manager on the 19th & notifying city council that the board does not plan to submit an itemized budget. gloria is working on the mission statement.
guillermo is researching CRBs in other cities & communicating with the bodies in fairfax & virginia beach. gloria took the notes tonight but balks at the idea that she would type them up after the meeting.
we appear to be wrapping up! according to the livestream, the planning commission meeting is still in session. i’ll head back over there when this ends to watch whatever scintillating powerpoint they’re on now!
