The first amendment is important, but people should not underestimate the equal importance of the second.
This is an endemic 3rd world problem. No one in Colombia could arrest Pablo Escobar. Nobody in Panama could arrest Manuel Noriega. No one in Mexico could handle El Chapo. Solution? Get the gringo to do it.
It's a slightly bigger problem in Venezuela. So far nobody can get rid of Maduro and his 4,000 generals. But they have got to, otherwise its no good for the gringos to come in and blow him away.
