I think the point of the anecdote is that the individual relaying it declined to carry out the order, not at all that it “went nowhere.”
Given the many, many, many reports we have on John Kelly violating contact guidelines to twist arms at DOJ, he obviously did not share Cohn’s qualms and would have gladly been the one to convey Trump’s instructions if Cohn wouldn’t.
I think this is wrong. We know Trump gave the order to Cohn in Kelly’s presence. We know Cohn refused but assumed Kelly would be tasked with carrying it out instead, and warned him not to. But we also know Kelly routinely DID execute such orders.
On those facts it seems to require a wilful refusal to draw natural inferences NOT to proceed to: “It is extremely likely that Kelly did then carry out this instruction.”
