.@DavidFrum has probably not characterized some economic research correctly, many models are in fact based upon employment rates and shares, not simply labor force participation rates.
What he does get right is a public exasperation with the management of the policy and the efficiency of government administration, particularly the behavior of employers.
Perhaps the difference in Canada is more effective and efficient public management of the process that reflects stated public policy goals.
This might be one reason why @DougSaunders can reasonably argue for higher immigration in Canada, but the case is harder for @davidfrum to make in the United States.
But at its core, the case for higher immigration in the United States is harder to make because national identity may not be as fluid among the influential voters.
