In March 2017, Sean Spicer started an international incident by spreading Fox commentator Andrew Napolitano's claim about this. Napolitano was citing Johnson, who had made the claim on RT. Brits denied it, Fox suspended Napolitano. mediamatters.org/blog/2017/03/2…
Johnson is a conspiracy theorist who has baselessly accused John Kerry of committing war crimes and claimed during the 2008 campaign that GOP operatives had a tape of Michelle Obama railing against "whitey" (the tape did not exist). mediamatters.org/research/2017/…
It's hard to quantify just how insane it is that the president of the United States is making this allegation against the UK government based on a conspiracy theorist's accusation as related by the right-wing television show he is watching this morning.
Trump appears to have been watching a segment about this on the right-wing conspiracy theory network OANN. The network has been airing this same segment hourly since last night. (Trump's quote appears to be a paraphrase.)

Shout out to Ed Henry, simultaneously one of the network's "hard news" reporters and the guy who occupies the Brian Kilmeade chair, for watching that happen.
After presumably spending a few hours doing work, the president is now tweeting TiVoed daytime Fox coverage.

NEW: President Trump tweeted about the Mueller probe 100 times between the March 24 Barr letter and April 29.

In 17 of the tweets, Trump referenced a quote from a Fox show or otherwise indicated that he was responding to the network. In 20, he (or someone he employs) shared video clips from Fox programming about the investigation.
He has also promoted Fox shows at least eight times in recent weeks, and he tweeted thanks to particular Fox personalities five times. In addition to posting his own tweets, the president retweeted Fox-related content about Mueller 16 times.

That Spicer comment was referencing Fox News commentator Andrew Napolitano. He in turn was partly basing claim on ex-CIA analyst Larry Johnson. Trump quoting Larry here again.
Why reignite claim now? Trump has vowed to turn the tables on people who launched the Russia probe now Mueller has concluded no conspiracy. That includes US intel / justice figures who begun investigation before 2016 election.
