Or you could ask any computer expert. Yes, the metadata in the RAR file tells us the data was transferred at high speed. No, it doesn't tell us when. It could've been before, during, or after the attack.
Assuming it happened "inside the DNC network" that doesn't point to an insider. The Mueller memo tells us the hackers copied WinRAR into the network, which means outsiders were rarring up files inside the network. So it could've been insiders or outsiders or anybody.
So yes, the metadata tells us the files were put into the RAR files at faster than Internet speeds, but does not tell us what conspiracy theorists want it to tell us.
It's like the AlphaBank-TrumpTower DNS conspiracy. Yes, the DNS logs show an anomaly that we can't explain, but no, it doesn't tell us about secret communication with a server in Trump Tower. The server in question is located in suburban Pennsylvania, for one thing.
The problem with your thinking, with either conspiracy, is insisting that this "data" must mean something, rather than accepting "I just don't know what it means".
