This, from Leadsom, is both misleading and nonsensical. It mixes up the withdrawal agreement and the political declaration. The former has not been ratified, and the latter is not binding. Neither can be "locked in" by a unilateral act of the UK.
More from Leadsom. Despite being Leader of the House of Commons until recently, she seems unaware that the government has already taken measures on EU citizens' rights. Also, the UK can obviously not legislate what happens to @BritishInEurope in EU countries.
How would complex treaties be negotiated by October? Why would the EU agree to forget about the withdrawal agreement, given that Brexiters have misunderstood what the EU will do for three years? And WTO law doesn't permit a tariff agreement on a handful of goods only.
Just another variety of what @rolandmcs has dubbed "Simplism": claiming that technically complex and politically difficult issues can just be waved away. This failure to discuss trade offs or complexity is either ignorant or dishonest. Either way, Leadsom is not up to the job.
