So Elaine Chao, Transportation Secretary, married to Mitch McConnell, hires her husband's former campaign aide to be her own staffer and then designates him specifically to help pave the way for Transportation-funded projects in McConnell's state as he runs for reelection.

If you're not making a charging decision, and Mueller said he wasn't, then they way William Barr thinks about it, that means you can't be investigating.
