In that context it’s interesting that in his (poorly reviewed) book on the Victorians, @Jacob_Rees_Mogg lavishes praise on AV Dicey, the famous constitutional lawyer, for his support for referendums.
Dicey, though, started off by opposing referendums an an unacceptable incursion on the sovereignty of Parliament.
He was converted only when Parliament passed the Home Rule Bill. Which he opposed.
Which goes to show that the Tory tradition, to which JRM belongs, of supporting Parliamentary sovereignty only while it produces results they like is of some vintage.
As we will see if there is a Corbyn government: a wave of sudden Tory converts to the merits of detailed judicial review and of entrenched human rights protection.
