Highlights follow...
Inspectors visited 5 facilities and 2 ports of entry in the Rio Grande Valley (RGV) & found "serious overcrowdin."
-Border Patrol holding 8,000 people @ time of visit
-3,400 held longer than 72 hrs (standard detention time)
Of the 3,400 people held longer than the 72-hr norm in Border Patrol detention, *1,500* had been held for more than 10 days.

Inspectors also found "prolonged detention" of people in custody, *including* children (unaccompanied minors). US law sets a 72-hr limit, for a # of reasons related to child welfare.

Border Patrol's data showed 31% of the 2,669 kids in custody had been held longer than 72 hours
In one Border Patrol facility (McAllen, TX) 1,031 unaccompanied minors were being held. 806 had been "processed" (gone through initial Border Patrol screening) and were waiting to move to @HHSGov custody.
165 of those kids had been there more than a week, in violation of US law.
THIS LINE from @DHSOIG report:
"there were more than 50 UACs younger than 7 years old, and
some of them had been in custody over two weeks"

50+ kids, younger than 7, either separated from parent/guardian or arrived alone, held in an adult detention facility for over 14 days.
Border Patrol is prohibited from exceeding fire marshal's occupancy limits. But inspectors found "at one facility, some single adults were held in standing room only conditions for a week and at another, some single adults were held more than a month in overcrowded cells." Pix 👇🏾
Inspectors found basic hygiene standards weren't being met. Border Patrol is supposed to offer adults a shower after 72 hrs. "Most single adults had not had a shower...despite several being held for as long as a month."
@DHSOIG says Border Patrol agents handed out wet wipes.
Here's the thing to remember: Border Patrol is part of a system. They can't release people from custody until ICE has room to receive them. ICE is currently holding a record # of people (54k on any given day, way past their funding for 42k), overcrowding their own facilities.
Also important to note, *ALL* this was first reported last week, by @Haleaziz , who obtained the draft version of this report and published the details @BuzzFeed .
