@samuelmoyn @BrankoMilan Moreover, since the unit of developmental analysis for the NIEO-philic was the nation-state rather than the individual, it was often rather loose on the question of equality versus sufficiency, as Moyn's careful reading of Mahbub ul Haq shows.
