NEW: The DC Circuit issued an order in congressional Dems' emoluments case against Trump — panel said the lower court judge was wrong to deny Trump's request to immediately appeal decisions allowing the case to go forward, and told the judge to reconsider assets.documentcloud.org/documents/6207… 
The panel did not take the more drastic step of ordering the lower court judge to certify the case for an appeal, noting circuit courts are divided on whether they have jurisdiction to do that, but they basically said the judge should do it
This means it's now back to the district judge, and Trump can renew his argument that he should be allowed to appeal opinions denying his motions to dismiss the lawsuit. Those aren't normally appealable, but the DC Circuit said this case is special given sep of powers issues
