Appeal to overturn the animal shelter The Supervisors approved near Grantland. (Fresno Humane Society pulled out of the project too); 80 unit housing project at Millerton Lake that trades a 5-acre open
conservation space for 1.2 open space; Consent Calendar item that forces employees to take leave in order to run for office. Receive verbal report from BNSF Railway, formerly the Burlington Northern and Santa Fe Railway, regarding homeless encampment cleanups in Fresno County and
approve Certificate of Appreciation. Accept $85,000 donation from Thompson Family Trust for Clovis &Reedley Capital Construction of Libraries. Also accept $9500 from Esther/Wayne Brooks Estate for new library facilities. David Ellard an IT for County will lead invocation. He is
from Peace Lutheran Church. He also leads a moment of silence for El Paso and Dayton shootings. @LincolnSeward Chairman Magsig also asks for moment of silence for County Social Services Leader Benjamin Dean. Animal Shelter item removed from agenda as project has been abandoned.
Adopt resolution in recognition of the Department of Human Resources on their achievement of receiving the 2019 Aspire Award: Creating Opportunities for County Employee Retirement Readiness
Attachments: Resolution Administrative Office. The creative process was awarded. Boosted
the employee participation rate from 30% up to now 50%. Helps with retirement plan for employees. Sam came up with many creative ideas.

BNSF Deputy Israel Salazar is responsible for 28 states. He believes their program is compassionate. The tracks are not a safe spot for humans. Their program is environmentally sound. 50 encampments have been safely removed. He thanks Supervisors and says this is the best county
he works with. Sonia says they also work with Caltrans , HSR, Flood Districts, property owners etc in this clean up. Service providers help many weeks before any removal. Salazar says removals happen within three weeks of noticing.Have to involve whatever entity that is adjacent
Brandau thanks Salazar and BNSF for their help when he was on City Council. Neighbors often felt homeless would take advantage of the fact they were not technically in City but on railroad property. BNSF did a good job dealing with that. Brandau says many homeless are sharp and
know who the boundaries belong to whether Caltrans , County , City etc Asks Caltrans for help. Sonia says Caltrans is cooperating although social workers can’t go into Caltrans property due to safety issues with Freeway.Every time homeless are spoken to they become a little more

Approve Salary Resolution Amendment for Fresno County Employees’ Retirement Association (FCERA) as reflected on Appendix “C”, on file with the Clerk to the Board of Supervisors, adding one (1) Office Assistant position to Fresno County Employees’ Retirement Assoc. Approved.
FCERA administers the retirement benefits to over 18,000 plan members and five plan sponsors. The system integrates reciprocal retirement benefits, investigates claims for disability benefits, processes monthly retirement benefits and demographic changes to over 7,000 retired
recipients, monitors changes in statutory and regulatory requirements that impact the operation of the retirement program, and maintains the contribution and service records for over 11,000 active & deferred members.

The Office Assistant (OA) plays an important role as the first
communication with the members of FCERA. The new OA position will fulfill the front counter duties along with the current OA and provide coverage for leaves of absence, as well as fill a portion of a recently downgraded full-time OA position to a part-time position. These duties
include, but are not limited to: scanning, assisting with retirement system workflows and new employee orientation, member record compilation, and other office support services. Passed with very little discussion.

has been pulled. Neighbors had discussed recall efforts of Supervisors. This did bring the neighbors together. They were able to have Planning Commission to vote down a 176 unit Apartment project due to traffic concern at Shaw and Grantland. Granville pulled almond trees and will
start building apartments with new Central High School opening.” Next neighbor says traffic is horrendous. Supervisors don’t approach the constituents/neighbors well. We won’t be Forgotten again. They vote and are active. Traffic goes by his house on Grantland and it will only
get worse.” Next Mark Brooks: Developers says they are putting in deferred fees. Shouldn’t those fees be put into roads leading up to those developments and not just those in front of those developments?? Veterans Blvd has been on books since 1984. And now those funds are being

Yonis Palo helps Homeless Veterans. A homeless baby passed away recently due to heat. Vets get $126 to live on. Not enough for sure. 600-1000 homeless vets in Fresno-Madera. It is caused by a system that allows those to fall thru the cracks. SEIU: Mr. Ayala took care of his mom
until she died of Parkinson’s. It was 24/7 care but paid. It effected his father’s health as well as his own. A ten cent increase would have been nice. Next: a ten cent increase is too little for the work they do and the respect they bring to their patients. August 17 is a party
for Supervisors to see what the health care workers have to do. Next: every-time she wakes up in the middle of the night to care for her sick husband she thinks of the Supervisors, their next meeting or conference.The ten cent increase they offered was too little for the work
they do caring for others. She loves animals but it hurts that millions were used to fund animal shelter site but we got ten cents. She is paid for 4-5 hours of work but actually work 24 hours. Magsig says limit to 15 minutes on one specific item. SEIU leader said it shouldn’t
as this item is on Closed Session. Counsel Cedarborg says it still applies. Magsig says all the Supervisors are attentive and he reads all emails sent to him. Next: “begs Supervisors to come to her house as she takes care of a Down Syndrome child. She is up every two hours. She
insulted with ten cent salary increase. Need to see what she goes through. Every other California City has been able to increase the fee to adequate wage. Better wage! Who of the Supervisors will come to my house??” Next: drops ten cents on the podium for the Supervisors.
