2100 Tulare Street, Fresno, CA for twenty years and provide an option to purchase this property at the end of year ten of the lease term. The Base Rent for the first ten years of the Lease Term is $17,341,770. The notice of option to purchase the Property for $18,000,000.

Animal Shelter. See Vang centrally located. Magsig asks if sewer /water hookups are easy. This is in addition to Ridenour family’s proposed Private animal Shelter. The County is mandated by state law to provide animal control services throughout the unincorporated areas of the
County. Prior to 2014, these services were performed through an agreement with the Central California Society for the Prevention of Cruelty to Animals (CCSPCA) at its facility. When CCSPCA canceled its agreement with the County, a temporary shelter was constructed at the County’s
old morgue location on Nielsen Avenue. However, this facility was inadequate when it was constructed, and this facility continues to be inadequate, as well as costly to maintain. purchase of this real property will enable the County to build a cost-effective animal shelter in an
area with the proper zoning, which will have limited impact on its neighbors. This property is centrally located, and large enough to accommodate the construction of an adequate facility that will serve the County for many years to come.
Increases in labor rates for Fleet Repair, Building Maintenance, and Janitorial Services due to increase in staff costs. (SEIU Members interjecting to try to tie the master fees and money savings to their hopes for wage increases )

and People Soft. Receive Library Facilities Master Plan report and provide direction to staff regarding library
facilities

In 2002, a facilities assessment and master plan titled “The Heart of a Community”, was completed with recommendations through 2020. The 2002 master plan
recommended an update in 2012 based on 2010 census data. This update did not occur, & on April 12, 2016, the Library provided the Board a verbal report, which was an update on Measure B from FY 1997-98 to FY 2015-16.During the verbal report, the former County Librarian mentioned
discussed holding off on entering into any new lease agreements for new and unless it is a lease-to-buy situation and also hold off on any new construction (other than Clovis and Reedley) until a facilities assessment is complete. In 2017, the Library worked with the Department
Internal Services to assess seven Library buildings. The data provided an assessment of the physical structure of buildings. In early 2018, the Library determined that a more comprehensive facilities assessment was needed that included a facilities master plan.
On October 23,
2018, your Board approved an agreement with Architectural Nexus, Inc. for facility assessment services and development of a master plan for Library facilities for the next fifteen years. The goal of the facilities master plan is to allow the Library to respond effectively to
diverse and rapid changes in community demographics, technological and telecommunications developments, emerging service expectations, and aging facilities while maintaining and improving traditional services.
The 17 branches were selected due to the age of the buildings and the
of a previous assessment completed by the County. Arch Nexus also examined data and statistics for demographics, and library services for all 37 branches, covering all cities in Fresno County.
The report provides the vendor’s recommendations which focus on the immediate and
future facility needs of the library through the next 15 years. The verbal report will allow your Board to. review the current library facility conditions and services, and provide direction to the Interim County Librarian.
The Board has designated funding for new library branch
in Clovis, Reedley, and Highway City as follows:
· Clovis - on June 2, 2015 the Board approved a new 30,000 square foot Clovis Regional Library at a cost of $400/square foot for a total of $12 Million. The Board at that time designated $8 Million in Measure B funds for this pro-
ject. The square footage of the current Clovis Library is 8,600 square feet. The square footage of the new library facility has been reduced from 30,000 to 22,000 square feet due to an increase in construction costs from approximately $400 per square foot to $640 per square foot.
Based on the updated construction costs and square footage, the following is a list of costs associated with the new library build:
$14,080,000 Build costs at $640/square foot for 22,000 square feet $1,224,000 Architect fees $1,606,000 Facility Startup fees ($73 per square foot)

Staff is recommending an increase in the allocation of Measure B funds in the amount of approximately $4.1 Million.
It should be noted, on August 8, 2017, the Board approved of
accepting a monetary distribution from the Hygus Adams Trust in the amount of approximately $5.6 Million. The provisions of the Trust require that the residuary funds be distributed to the Library for the sole purpose of constructing new Library facilities in Fresno County.
Dr. Adams Also requested that a small memorial marker of a plaque be placed at the site of any and all facilities constructed with these funds. Staff will return to your Board as necessary should the Library receive additional donations for capital project. Interim County Li-

Hard to retain library staff. Lots of turnover. Could use better wages but not expected. Fund Balance is $1 M. Magsig wants to ensure all communities are treated the same. Quintero was underwhelmed by Vendor. District that he represents has a neighborhood is one of economically
poor 93702 yet Vendor recommends closing Mosqueda and folding it into Sunnyside . Vendor knows this is not ideal for a walking community but by quadrupling Sunnyside it would help that zip code too. Many new shopping and homes going in that could help sustain Mosqueda.This report
just a Report and Supervisors can give direction but no vote today. Mendes suggests Quintero to dump Report in trash and make his own. Brandau says vendor prefers to be 16,000+ and not in favor of 5000 sized. Vendor was paid $150,000 for Report.
11. San Joaquin River Bridge (Redinger Lake) at Italian Bar Road Replacement. Challenging due to an active lake and remote location. Approved
12. Watts Creek Bridge on Watts Valley Road Bridge Replacement. $1.449 M contract to Agee Construction. SEIU Representative says safety
if its members are important and is in favor of this bridge. Approved. 13. SB-1 Asphalt Concrete Overlays Granite Construction wins with bid of $6.4 M. Pacheco notes he only had one project in his districts. Approved
14. Consent item #36 membership with EDC. Radley Reep wants
to understand EDC role. What is its role with General Plan? What does it help with GP? (Reep sent a letter yesterday requesting the info yesterday.) Daniel O’Connell of Central Partnership states the SEIU Members are fasting. They have waited a long time. Magsig cuts him off.
O’Connell remains silently at podium even after approval. Next consent item that was pulled by @stevebrandau : conference software. This is more robust says Robert Bash. Reservation of conference room immediately. Will Print name tags as to who visitor is and who they are meeting

18. Board Comments : Magsig Met with John Erickson Officer who was shot last week. Investment thoughts on FCERA at international Convention. USA is doing well compared to other developed countries but a slowdown may be coming. CSAC Convention last month too.

Public Comment: SEIU Members are fasting. Santos Garcia of Central Labor Council. Lowest paid union members. County Council Cedarquest notes negotiating on Closed Session so perhaps wait for that. Clerk notes three minutes per person and only 15 minutes on one topic. Garcia:
Garcia: continues. Poorly compensated those that have to take care of some of the sickest. SEIU Members are beginning to fast. Staff works for them. Would like recommendation from staff as to best negotiate. Next: economic justice is needed. Daniel O’Connell says at Central Part-
nership Meetings have heard from SEIU homecare workers as to what they go thru for such low wages $12 an hour . They have been at Supervisors Meetings asking for help. Supervisors get salary , probably other wages as well as political donations. These workers only want the same
as Supervisors get: a decent wage . Money is there in budget. What they deserve. They save County money by keeping these Patients at home. Applause! Magsig asks crowd to keep even keel. Next: these wages stay local. This is large union. Next: these home-care workers work hard.
Doubts any supervisors would do any of this type of work. as it is is hard hard work. If in a facility they would get paid more but wouldn’t get better care. Catholic Diocese Jim Grant says he went to DC to learn how to advocate with politicians. Know they always wants to do
for their constituents. Also have the stories told by those who are suffering.Radley Reep: county website says General Plan timeline stating workshops would be scheduled. That has however been pulled from website. Hard to motivate public that way to stay engage when they don’t
