How many members of @NYPDTransport does it take to not issue a summons to a #placardperp blocking the bus stop?

This guy called for reinforcements when he noticed somebody filming the #placardcorruption...
...so the calvary arrives!

They look at the #placardcorruption, wander around without doing anything except blocking the bus stop.

Then the first @NYPDTransport agent gets back in his car and drives off...
These two @NYPDTransport guys sat around trying to look busy until they thought our contributor walked off. Then they just drove off without issuing a summons.

This #placardcorruption would seem comical, if it didn't mess up the commute for thousands of bus passengers every day.
