This voice recognition software was introduced when I was director of the Situation Room. Off-the-shelf Dragon software is used but not against a recording of the call or of the actual call participants. /1
Instead one of the duty officers listening to the call live repeats what he/she hears into a microphone connected to a computer with the software installed. It is their voice that is used to create the transcript. /2
Two other duty officers continued the long-standing practice of listening and typing what they heard. The three rough transcripts are reconciled into one. /3
Legal review by White House counsel would it permit its usage against the direct voice of the President or foreign head of state. The lawyers signed off on this creative use of the software. /4
As a result, I was quite popular among duty officers for awhile. 😜 /5 and end

As senior director of the WH Situation Room, I managed POTUS head-of-state calls. So, what light can I shed on the Trump-promised phone transcript? /1
First off: unless this administration has changed procedures in place for many years, there are no WH tapes of this phone call. As I used to say, the WH became averse to taping Presidential phone calls in about 1974. /2
Could there be recordings made by the foreign head-of-state's government or a foreign intelligence service? Sure, particularly when the call is made over a non-secure phone. /3

I ran the White House Situation Room a few years back. The use of unauthorized recording devices there is against regulation and potentially criminal activity. /1
The staff of the Situation Room takes its responsibility to preserve the security there very seriously. Procedures, training and technology guard against the use of unauthorized electronic devices. /2
Visitors to the Situation Room are reminded to stow electronic devices in approved storage containers when entering. White House staff members are trained in appropriate security procedures within the complex. /3

This is literally the New York Times and this loser Vindman trying to push a conspiracy theory that there was more to the call when there wasn't. This low level nobody and House Democrats and our corrupt media are trying to make this a big deal when it isn't lol.
The voice recognition software said Zelensky said "the company" and Vindman recalls he said Burisma which doesn't change literally anything about the conversation lol.

I guess we should just take his word for it, this random nobody listening in on the call, over voice software.

Why doesn't the White House release the audio recording of the call? The memo released today makes clear such a recording exists.
From the NYT: "But senior administration officials said voice recognition software was used in preparing the 'memorandum of telephone conversation,' which included long, direct quotations."
Seeing some people note that perhaps there's not an audio recording but rather there was voice to text software running live when the call was happening. If that's the case, then they should release the file containing the voice-to-text transcription of the full call.
