HOW MUCH DOES A CIVIL SERVANT IN ENUGU STATE EARN?

This research wasn't easy because, getting some ministries to talk to our volunteers was an uphill task.

Enugu State has two salary scheme;

1. For health, Judiciary, Post Primary School Management Board (PPSMB) University and Health workers, basically because of their higher allowances
2. For others workers not mentioned above, theirs is called Harmonised Salary Structure (HSS). /2

We were able to get data from 6 ministries that we won't be mentioning their names for obvious reasons.

To further leave no trace on the sources of our data, we did the following; /3

a. For levels 10 to 16, the figures presented for those levels are ± 8,000, 6,000, 5,000 and 4,000 as the case may be as a result of the various steps in each level and the various departments in a ministry. /4

b. For levels 9 to 3, the figures presented for those levels are ± 4,000, 3,000, 2,000 &1,500 as the case may be as a result of the various steps in each level and the various departments in a ministry.
c. The figures presented includes all the allowances accruing to each level.
d. The 100s fraction of the total sum is removed to further kill any traces.
Now let us get to business
A level 16 officer, this is the highest ranking officer in civil service (except in health & judiciary that the highest level is 17) earns ±100,000 per month. /5

NOTE: To get to this level, you must have spent a minimum of 20 years in service . Is this enough after working so hard?

A level 15 officer, that's Deputy Director earns ±83,000 per month. You must have spent a minimum of 16 years to achieve this fit... /6

... and at the end of each month, you go home with that sum in a state that the cheapest cost of a 3-bedroom flat is 350,000 per year. How does he feed and send his kids to school?
A level 14 officer earns ±63,000 per month and you can't be here... /7

A level 13 officer earns ±59,000 per month
A level 12 officer earns ±55,000 per month
A level 10 officer earns ±43,000 per month.
A level 9 officer earns ±39,000 per month.
A level 8 officer earns ±38,000 per month. /8

A level 6 officer earns ±27,500 per month
A level 5 officer earns ±26,500 per month
A level 4 officer earns ±24,000 per month

It's so painful to know that over 90 percent of the staff in levels 10-6 we interacted with are all married and must sustain a family with the paltry sum given above while... /10

...an Executive Assistant to the Governor that does PRACTICALLY NOTHING for the state goes home with 50,000 every month. An SA to the governor that never advices the governor on anything earns more than a Director in civil service. PATHETIC RIGHT? /11

Most of the ministries we visited don't have staff in level 1 and 2 because nobody is in that level. The last time Enugu State government did an open recruitment in ⅔ of the ministries is in 1990, some in 2002. /12

No civil servant in Enugu State earns less than 18,000 in line with the last increment of minimum wage by Jonathan's administration. But, do not be deceived by the 18,000 minimum wage bill because it was never implemented across board as the then Governor, /13

Barr. Iheanacho Sullivan Chime played a fast one on labour in the state and interpreted it to be "that the least person must earn 18,000" he went ahead to add just 5,000 to a range of level officers and some 9,000. /14

Do not be deceived by the vuvuzelas of the government that will scream that "there's no money in the state" as this is a "LIE FROM THE PIT OF HELL." The total wage bill of Enugu State is less than N2.3b monthly and our IGR hovers between 2.5 and 2.8b monthly. /15

This is just IGR. We haven't talked about Federal allocation that's between 2.5b to 3b depending on what the the federation earns for the month but Enugu State hasn't received anything less than 2b in recent time.

we can improve the living condition of our civil servants. But when the Governor takes between 600 to 800 Million every month as security vote, how would he understand the plight of the people? /17
With what we saw, Enugu State civil servants are about the least paid in Nigeria if not the entire West Africa.
