Typically fact witnesses describe what they saw and facts, not adding their own legal conclusions.
So witnesses typically say if they saw someone hit a person, or saw a car crash - not that they observed “second degree battery,” or “vehicular manslaughter.”
And people flagging as the Congressman spoke, he was displaying a poster of a segment from The Beat reporting on bribery:
