Harris says a governor had the right to pardon, but not in exchange for something. Circumstances in Baker pardon is suspect.
If wrongdoing of Bevin in pardon is found by investigators, what then? McGarvey answers “criminal action.”
Asked what criminal statues could apply to this, McGarvey and Harris both cite state and federal statutes, says feds would definitely be interested in this.
