Thread: This E3 statement is indicative of concerns Europeans have about triggering #DisputeResolutionMechanism. Several smart people including @EllieGeranmayeh @diplocharlie @AliVaez have commented on politics, risks & opportunities. A few comments here on DRM procedure.
2/The statement has been complemented by a statement of @JosepBorrellF confirming receipt of E3 letter and confirming his role as Joint Commission Chairman. This is interesting because EU/@eu_eeas at the same time can be independent #JCPOA participant.
3/ Here is my crude overview of DRM proceedings, produced for @IFSHHamburg briefing
4/ Important: three off-ramps at every stage of process. 14 January is "day zero". By 29 January/13 February remaining parties could agree by consensus to stop DRM. Failing to do so, E3 by 18 February could conclude: "no significant non-performance". Issue would be "resolved".
5/ Also, consultations can be extended by consensus at two stages (29 January/13 February at the latest). No maximum extension period.
6/ E3 thank Russia and China, "for joining us in our common endeavor to preserve the #JCPoA", suggesting concerted approach. That would be good news. US only mentioned in context of @realDonaldTrump administration withdrawal, suggesting US cannot participate in proceedings.
7/7 Contrary to Iranian statements, E3 argue that "Iran has never triggered #JCPoA" DRM. This should be put aside quickly in order to "focus on way forward to resolve the impasse through constructive diplomatic dialogue", as E3 state. So: not all is bad.
