In this conversation, Senator Johnson noted, accurately, that the letter didn't explicitly name Shokin.

It stated: "We similarly urge you to press ahead with urgent reforms to the Prosecutor General's office and judiciary," at a time that Shokin held that office for +1 year.

"I don't even know Shokin was at the time," Johnson told me during our conversation.

Before telling me he didn't know who Shokin was, Johnson had a different defense of his decision to sign the lettter: "[T]he whole world felt that this that Shokin wasn't doing a [good] enough job." h/t @EricColumbus
