When I lived in Memphis I went to a Shelby County Election Commission meeting after the 2018 midterms. For the second election in a row, if you had requested an absentee ballot be mailed to an apartment, the apartment number was dropped from the envelope. The administrative head
of the Commission was so dismissive of concerns with a "yeah yeah we know we'll fix it for next time" vibe. It was wild. Election observers complained that lots of people were denied provisional ballots, and this administrative head person said something to the effect of "if you
think you'd be so good as a poll worker, why don't you do that instead of being an observer?"
