China gave notice of an outbreak long before adopting quarantine/shutdown measures:

Dec 31, 2019: China warned WHO of pneumonia outbreak

Jan 7: China identified novel virus

Jan 11: China records first death

Jan 23: China placed Wuhan under quarantine

To be clear, this is not at all a defense of China.
The point is the irresponsibility of blame-shifting and buck-passing.
It surely could have done more and given earlier notice, but Dec. 31 through a quarantine in mid-January was enough notice for the rest of world to act.

Student debt and pandemic:

@JoeBiden should propose wiping out all student debt for any tuition in Spring 2000.

Subsidize tuition for next 2 years.

 Schools w change grade systems, but many students bear the cost. Keep students in school as there are fewer jobs available for them anyway.

Graduating seniors lost their spring semester, probably losing jobs, too— go back for a free masters.
3/ Reduce demand for the smaller amount of available jobs. Leave more jobs available for those who were already in workforce.

Reduce unemployment numbers and shift $ from unemployment benefits to tuition.

The stimulus bill is a mess. Experts should a good look at Section 4003, especially p. 519.
Defenders of the bill keep saying the independent Fed controls most of the funds ($454B), but the bill gives spending power and huge waiver to the Treasury Sec:

The Fed creates the programs under 4003(b)(4), but the Treasury Secretary makes the loan decisions with massive discretion and waiver under 4003.c.3.A.ii and iii.

3/ And it is not clear how the Congressional Oversight Commission under Section 4020 has teeth to enforce its oversight.
It doesn't have subpoena power, enforcement powers, or any quasi-executive powers. Does it depend entirely on congressional committees for subpoena power?

1- Netanyahu has an election coming up, needs to look tough on Hizbullah & Iran without a war.

2- Nasrallah needs to look tough on Israel without provoking a war; very broke these days and needs some cash -- not time for a major war.

1- Netanyahu hit Dhahiya with drones claiming to neutralize a major Hizbullah tech project to make precision missiles

2- Nasrallah fires a few missiles & bullets at dummy israeli soldiers & empty armored ambulance
