One might argue yes, because the chance of finding a perpetrator in said community is higher. Thus, finding a criminal or an offender would be more effective.
One might argue no, because if you look for faults mostly in one certain community, you will find more faults in them. That's because you looked more. That would become circular reasoning.
One might argue no, because every person is an individual who has the right to be treated equally, no matter his race, gender, religion or ethnicity.
One might argue no, because those people would face more difficulties and feel resentment against society: discrimination (e.g. when finding a job) leads to hardships in life, resulting in more wrongdoing (e.g. theft). This is a vicious circle; a loop that won't end.
