#Azerbaijan and #Turkey prepared for the war in advance.
Statement by Armenia's Prosecutor's Office
During the preliminary investigation of the criminal case, factual data was received about the aggressive war started against #Armenia and #Artsakh

2. Since August of this year a large number of servicemen from special subdivisions of Turkish Armed Forces, while being in Azerbaijan, have conducted mass military training with the servicemen of the Azerbaijani Armed Forces.

3. The trainings were conducted in mountainous areas in order to receive skills & be ready to fight in those conditions. During the exercises & trainings the servicemen of Turkish Armed Forces said that an attack would be carried out soon on the military positions of Artsakh.

4. Since September 3, the Azerbaijani military reservists have been called up for a general mobilization, disinforming the public that the conscription is for week-long military exercises.

5. Since September 21, the military units of both the military reservists and regular army have been located in the military positions next to Artsakh and Azerbaijan border and on the night of September 26-27, they were ordered to attack the military bases of the Defense Army

6. Since the second half of September, artillery systems have been installed in the settlements next to the border densely populated by Azerbaijanis, in the gardens of citizens as well as in places with dense tree cover as well as in less visible places,

7. telling the citizens that they are for military exercises. However, from the very beginning of the war, these systems carried out military tasks.

8. According to the factual data received, the servicemen of the Turkish special forces, were immediately and directly involved in the military operations according to the plan.

9. The preliminary investigation of the criminal case is undergoing, all measures are undertaken to find out fully the circumstances.

10. In addition to the information provided by the Armenia's Prosecutor General's office it should also be noted that there are other facts and events that allude to the Turkish involvement and Turkey-Azerbaijan preparing for the war in advance.

11. On Sept. 19 Azerbaijan's Minister of Defense announced about military exercises with the involvement of the reservists, which began on Sept. 21. On the same day videos emerged from Azerbaijan where authorities were seizing pickup trucks.

12. On Sept. 22 the Ministry of Internal Affairs of Azerbaijan confirmed the news, reasoning that the cars will undergo a scheduled technical inspection. A few days after the reservist call up, reservist found out they were drafted not for 15 days, but for at least 2 months

13. The next notable case is the creation of a new post in the press service of Ministry of Defense of Azerbaijan. On Sept. 26th Anar Eyvazov was appointed press secretary of MoD of Azerbijan.

14. It was also strange that the MoD of Azerbaijan who always hid its own casualties, operatively presented killed and wounded from the "Armenian bullet" on September 21-22. It was to create a background of tension at the border and prepare the ground for further steps.

15. Turkey's participation in the hostilities was planned in advance as well. It is noteworthy that after the joint Turkish-Azerbaijani military exercise, Turkish F-16 fighters remained in Azerbaijan, at Ganja airport and have since been moved to Gabala.

16. In addition to providing military instructors, Turkey also took an active part in the information field. This is evidenced by the presence of Turkish news agencies in different parts of the frontline, who covered the events from the very first day of the war.

17. On Sept. 25 Azerbaijan refused the border monitoring visit of the OSCE Minsk Group observers. On the same day, Adviser to the President of Azerbaijan Meheram Ali said in an interview that everyone in their country agrees on resolving the Artsakh issue through war

18. It is noteworthy that on the same day, September 25, the US embassies in Yerevan and Baku issued travel warnings and called on US citizens to be careful and not to visit places that could become places of possible hostilities.

19. The use of Turkish-made Bayraktar TB2 UAV's by Azerbaijan is also interesting, as there was no factual information that there were any Bayraktar TB2 UAV's in the armament of the Azerbaijani Armed Forces before the war.

20. All the above points unequivocally prove that Azerbaijan was readying to provoke hostilities at least a month ago; and that Turkey is directly involved in the aggressive actions of Azerbaijan.
