The local police then says you have to face consequences. It is a vicious cycle.

Order: Rehabilitation of people to their house was to be done in presence of officers of NHRC and WBHRC.

State Legal Services Authority has furnished report regarding people rehabilitated.
Some people said they don't want any indulgence as they had changed their political affiliation.
Another fact is officer of NHRC joined proceedings through video conference

That was not the idea. They were expected to ascertain the ground realities.

Further, no representative from WB HRC joined.
Court records submission of a counsel that some of the complainants were threatened to write that they never filed any complaints.
A report has been received by State Legal Services Authority tabulating complaints in six different categories.
The number of persons reported to have suffered as per complaints received is 3,243.
In a number of cases, the complaints were referred to concerned Police station but no response was received.

Copy of the report be supplied to Advocate General.
The state is yet to respond to how many complaints were received and what action has been taken
The state cannot be allowed to proceed in the manner it likes but somehow from facts available on record such action is missing.

It is the duty of the State to maintain law and order and to inspire confidence in the residents.
The State from the very beginning had been denying everything but facts on record and report by State Legal Services Authority show differently.
Under these circumstances, we direct NHRC to constitute a committee to examine the complaints. The committee shall examine all the cases by visiting the areas and report to this court about steps to be taken to reinstate the confidence of the people.
The State shall be duty bound to provide all facility to committee to visit any place. Obstruction to the same may amount to contempt of this court and will be viewed seriously and entail action under Contempt of Courts Act.
Matter to be heard again in June 30.
