In an Exec Summary, the Ministry of Defence paper says “we cannot wait for the ethics of human augmentation to be decided for us, we must be part of the conversation now. The ethical implications are significant but not insurmountable; early & regular engagement is essential.”
In the same section, it goes on to state “ethical perspectives on human augmentation will change and this could happen quickly.
“There may be a moral obligation to augment people, particularly in cases where it promotes wellbeing or protects us from novel threats.”

Remember, anyone who suggests the Covid vaccine is not a traditional vaccine is labelled a conspiracy theorist.
Yet the report says “it could be argued that treatments involving novel vaccination processes & gene & cell therapies are examples of HA already in the pipeline.”

On data and privacy, it admits the reliance on personal data to enable human augmentation will pose “significant data security & privacy challenges”. It says the frameworks to secure this data will be “national & international in nature”, and easily shared for “the common good.”
On moral obligations, it suggests that recent advances in technology mean that individual actions can have almost immediate global consequences.
“Our moral tendencies to look after our kin and immediate future may no longer be fit for the modern, interconnected world,” it adds.

Really interestingly, it implies that governance in Western liberal countries is “already unable to keep pace with technological change.”

…clear that it wants to promote a conversation around this topic. And yet, here on page 49, it effectively suggests that human augmentation is an unstoppable phenomenon. It doesn’t matter what public opinion says, ultimately, it suggests. Doesn’t sound very democratic, does it?
Perhaps the next part explains their confidence in HA being an inevitability.

For those who don’t comply, the reports predictions are grim.
