Until 2002, and then even as late as the #LisbonTreaty, the procedures of the @EUCouncil were still very informal: "Lisbon introduces two important reforms: restricting the @EUCouncil to the leaders, and introducing the Council President"

"All the preparatory documents are done under the auspices of the President of the Council, but they are also done with the heavy cooperation of the @EU_Commission and the Presidency"
