This may partly be because there weren't many #FullyVaccinated ppl until recently.
Vaccines reduce symptom severity so less testing may also be done.

Unvaccinated = No vax
Not yet protected = 0-13 days after 1st dose of vaccine
Partially vaccinated = 14d+ after 1 of 2 doses, or 0-6 days after 2nd dose
