2/The statement by @TheJusticeDept and @FMC_gov to reaffirm and strengthen their partnership is targeted directly at the ocean carriers. I have been critical of them in the past. There is concern about future actions to keep rates high, as they are today.
3/The FMC has led a Fact Finding (#29) on this since March 2020 led by Commissioner Dye. It has uncovered several major issues including excessive detention & demurrage and difficulties carriers had with shippers.
4/At the same time @POTUS has supported the excessive and retaliatory demurrage charges threatened by @PortofLA & @portoflongbeach, known as Hyper-Demurrage. It has never been enacted but it is continually poised to drop.
5/The statement from @WhiteHouse on Lowering Prices and Leveling the Playing Field in Ocean Shipping lays out many of the issues that I have identified as concerns over the last year.
However, I fear that their conclusion is different than mine.

1/As the #Ukraine#Russia War continues, the number of neutral and commercial ships caught up in the conflict is little know.
The port of #Chornomorsk, just south of Odessa has over a dozen ships including several large bulkers #DaLiang of China, #Polarnet of Turkey & others.
2/Odessa itself has several vessels including the former MSC Algercias, now the @COSCOSHIPPING Joseph Schulte. A 9,400 TEU containership operating on the Black Sea-Asia route.
3/Similary, at the port of Mykolaiv, just north of Odessa, are a dozen more vessels including the Danish flagged tanker #HaraldMaersk.
Any Russian ships sailing from Rostov to the Kerch Strait would be within range of shore fire from Mariupol.
With attacks on neutral and Ukrainian ships, Russia has to be worried about attacks on their own ships.
The Don River is the 5th longest river in Europe and a major cargo highway for Russia. Barge and river traffic moves cargo down to Rostov for export and same for imports coming into the country.

Latest word is USNS GySgt Fred W. Stockham of Maritime Prepositioning Squadron 2 based in Diego Garcia, which has just completed an extensive shipyard availablity, along with its cargo, has been told not to backload.
2/The ship arrived at the Marine Corps Depot at Blount Island on Feb 14 and was scheduled to commence backload as part of the routine maintenance cycle. @MSCSealift & the crew were told that is was cancelled. The ship will be shifted into a reduced operating status.
3/ The ship is one of three LMSRs assigned to MPSRON 2. Sisler is currently up in Norway conducting an exercise and USNS Seay is in the shipyard in Boston scheduled to backload next.
There are questions about some of the other ships.
