3. This commission has a special secretariat to carry out all technical&admin affairs& provide other necessary facilities.
4. The Secretariat's overall tasks include preparing lists of Afghan personalities living abroad, managing all administrative, financial&technical affairs...

6. The commission identifies and lists Afghans who are interested in returning to '#normal_life' in their home country after receiving assurances of their safety& contacts them for repatriation and arranges (facilities) for their return.

...to each Afghan figure who, after receiving reassurance, returns to the country& chooses a normal and peaceful life, by which, his life and reputation will remain safe and, like other compatriots, he would enjoy from having #security in the country.
8. Individuals who return...

...to the country for normal life through this commission, according to the amnesty decree, will be safe& no one has the right to detain& torture them because of their past civil& military service. If #threatened, they can #inform the commission& the violators will be dealt with.

9. If someone has a personal dispute with the mentioned persons (who returned via commission), s/he can refer their cases to the commission& it will refer both parties to the judicial sector through the #Supreme_Court. No one has the right to do something against them, arbitrary.

10. For those who have returned to the country through the mediation of this commission& have concerns about their safety& security, they can be given #bodyguards in according to the approval of the commission and within the framework of the intelligence directorate of the IEA...

11. Those returnee Afghans who want to work in the private sector or have worked in the past, are provided with possible facilities by the IEA&encouraged to invest in the country.

I hope the reply of @ShafiOriakhil to the news about the Commission for Contacting Afghan Personalities&their Return to the Country, remain only as a joke.
I hope, the TB would 'not circumcision' the returnees, as also advised by Mawlawi Mujib Rahman Ansari (a Mullah from Herat).
