1/12. 📜It’s week two of #COP27 and things are heating up! We’d like to take this opportunity to introduce some new language on #LossAndDamage finance that we are going to start using to support developing countries and would encourage others to do the same.

2/12.We've been following the discussions on “matters relating to funding arrangements responding to #LossAndDamage associated with the adverse impacts of #ClimateChange, including a focus on addressing #LossAndDamage” which we are calling funding arrangements for #LossAndDamage.

3/12. At #COP26 in #Glasgow, the G77 and China called for the establishment of the Glasgow #LossAndDamage Finance Facility. In support of this demand, civil society has been calling for a #LossAndDamageFinance facility ever since.

4/12. In October @AOSIS_chair launched its call for a “fit for purpose, multilateral fund, designated as an operating entity of the Financial Mechanism of the @UNFCCC” which they called the "#LossAndDamage Response Fund".

5/12. The fund would be established at #COP27 and operationalised by #COP28 with an ad-hoc committee established to guide intercessional work including to link to and engage with the #GlasgowDialogue on #LossAndDamage.

6/12. With week two of #COP27 underway all developing countries are now calling for an “operating entity for addressing #LossAndDamage under the Financial Mechanism of the @UNFCCC" to be established here in #SharmElSheikh.

7/12. To align with this call we are adopting this language (which we know is highly technical and convoluted) and we would encourage others to do so in their advocacy work on #LossAndDamage finance here at #COP27.

8/12.So what is the difference between the facility, fund or operating entity? The answer is they are different words or phrases to describe the same thing: an “operating entity under the Financial Mechanism” would still mobilise and channel finance for addressing #LossAndDamage.

9/12. Whether the operating entity is a fund like the @theGCF or a facility like the @theGEF "an operating entity under the Financial Mechanism of the @UNFCCC" will focus on mobilising and channelling finance for addressing #LossAndDamage to vulnerable developing countries.

10/12. We are using this language to align with the language used by the G77 & China and to not get bogged down with whether the "operating entity" will be called a "fund" or a "facility" so that we can focus on mobilising finance to meet the needs of front line communities.

11/12. Q. Why should we use this new language?
A. We should ideally use “operating entity” because we must align our advocacy with the #LossAndDamage solutions that developing countries are proposing in the negotiating rooms on behalf of those most impacted by the #ClimateCrisis.
