2/30. Ahead of #COP27 the key issues that were expected to be discussed included:

1⃣Establishing a #LossAndDamage finance facility (or fund);

4/30. At #COP27 the fight for #LossAndDamage finance was twofold. The first battle entailed get it on the agenda of #COP27, and the second battle was to establish a #LossAndDamage fund or facility under that agenda item.
5/30. In the days preceding the official start of #COP27 Parties worked through the night to reach an agreement on how the official agenda item would be framed. Sub-agenda item 8f was formally adopted during the opening plenary of #COP27 as the following: Image
6/30. With negotiations on 8f reaching fever pitch, #COP27 ran into overtime before Parties could reach an agreement on a draft decision for 8f. But on the 19th of November news spread that agreement had been reached on a political decision to establish a #LossAndDamage fund.
7/30. The landmark decision, which came after 30 years of delay, was regarded as “historic” by many and as “a down payment on #ClimateJustice” by @sherryrehman who spoke on behalf of the G77 and China at the closing Plenary of #COP27.
8/30. Alongside the decision to set up a #LossAndDamage fund came the establishment of a #TransitionalCommittee to work intersessionally to provide recommendations on operationalizing the fund and funding arrangements.
9/30. In the 2nd week of #COP27 Parties also agreed on the text to operationalise #SantiagoNetwork for #LossAndDamage with the following structure:

1⃣A hosted secretariat to facilitate work;

2⃣An Advisory Board to provide guidance and oversight;

3⃣and a network of member Organisations, Bodies, Networks and Experts (OBNEs).

With the adopted decision text also recalling that it was agreed at #COP26 that the #SantiagoNetwork will be funded.
11/30. Whilst it is positive that a process for funding arrangements is being established, there is no mechanism in place to ensure that funds for the #SantiagoNetwork are adequate and predictable.
12/30. #COP27 also saw the second technical dialogue of #GlobalStocktake of the #ParisAgreement (GST) which commenced during the first week of #COP27 during #SB57.
13/30. As it stands the GST does not currently include an assessment for #LossAndDamage and as a result, there are no processes for systematically collecting, recording, and reporting information on #LossAndDamage and its related financial needs under the @UNFCCC.
14/30. At #COP27 developing country Parties expected #LossAndDamage to be considered as the third pillar of the GST (alongside #Adaptation and #Mitigation) and for there to be early deliberation on the quantity of #LossAndDamage finance to be included in the NCQG.
15/30. But this discussion was delayed to 2024 by developed country Parties who also refused to expand the scope of the NCQG to include funds to address #LossAndDamage arguing that a decision should only be made once the NCQG process is concluded at #COP29 in 2024.
16/30. The governance of the Warsaw International Mechanism (WIM) for #LossAndDamage is a question that remains unanswered after #COP27.
17/30. The essential sticking point being whether the WIM is subject to the guidance and authority of both the COP and the CMA (dual governance) or whether it is only governed by the CMA (sole governance).
18/30. This matters because arguments in relation to the governance of the WIM are illustrative of a broader trend by developed country Parties to remove references to the the United Nations Framework Convention on #ClimateChange (@UNFCCC) across all thematic areas.
19/30. This is being pursued because the principles and mandates under the #ParisAgreement are weaker than under the Convention which means that by shifting thematic areas to sole governance under the #ParisAgreement developed country Parties responsibilities are diluted.
20/30. In addition to the above the brief also highlights: civil society engagement with #COP27, pledges of finance for #LossAndDamage made, and #LossAndDamage related #ClimateLitigation developments and media coverage. Image
21/30. At #COP27 civil society made it loud and clear that #LossAndDamage finance was a top priority through the daily actions that they organised, the press conferences they held, and via their strong presence in the negotiating rooms.
22/30. Although the effect of the efforts made by civil society organisations cannot be measured, it is indisputable that they made a difference to the outcome of the COP and notable mentions by Parties and the @COP27P attest to this.
23/30. In the run up to and at #COP27 pledges of finance for #LossAndDamage were made by Developed country Parties, non-Party state actors, and regional governments. Image
24/30. While all of these pledges were welcome acknowledgments of the urgent need to address #LossAndDamage, not all were new and additional and over 70% of funds were pledged to the #GlobalShield Against Climate Risk which will play a limited role in addressing #LossAndDamage.
25/30. Lastly, the brief highlights ways forward after #COP27 with recommendations including:

1⃣That the established #LossAndDamage fund must be operationalised according to what is equitable in terms of who pays, who benefits and how it is governed.

2⃣It is critical that the host of the secretariat of the #SantiagoNetwork is located in the #GlobalSouth to ensure that the Network considers the experiences of those on the frontlines of the #ClimateCrisis whilst helping build capacity within impacted countries.

3⃣It is essential that civil society continue to advocate for #LossAndDamage to be included in the work under the New Collective Quantified Goal (NCQG) on #ClimateFinance with an strong emphasis on mobilising funds at the scale of the needs to address #LossAndDamage.
28/30. 4⃣It is important that civil society continues to advocate for #LossAndDamage to be included in GST with a focus on supporting developing countries to include #LossAndDamage in their NDCs and pushing for the development of a #LossAndDamage finance gap report.
29/30. 5⃣It is essential to keep advocating for mitigation ambition to avoid future #LossAndDamage. The lack of progress on keep warming to below the 1.5°C goal and the failure to agree to "phase out" all #FossilFuels at #COP27 is extremely concerning.

2/25. At 12:00 today @CANInt held a press conference to give a state of play update during which we heard from @mohadow of @PowerShftAfrica , @Eddypc of @CANRacCanada, @LiShuo_GP of @GreenpeaceEAsia, @RachelCleetus of @ucsusa, and @TasneemEssop of @CANInt.
3/25. Key messages included, @RachelCleetus on the G77 and China’s continued expectations for #COP27: "Climate-vulnerable countries came with a clear ask. They want a #LossAndDamage fund under the COP and the CMA. Then we can talk about getting it operationalised."

2/5. But make no mistake, everything is still up for grabs and we are still pushing for an “operating entity” (be it a fund or facility) to be established under the financial mechanism of the @UNFCCC at #COP27 to address #LossAndDamage.
3/5.Don’t forget, this is what AMBITIOUS means: The operating entity needs to be under the CMA and the COP, it needs to deliver new and additional funds, it needs to be based upon equity and CBDR-RC, it must cover ALL vulnerable developing countries, not just the most vulnerable.

2/28. In the informal stocktaking plenary last night, we heard many interventions from developing country Parties highlighting their concerns regarding efforts by developed country Parties to remove references to the principles of the Convention across all thematic areas.
3/28. Under the Convention, Parties agree to protect the climate system “on the basis of equity and in accordance with their common but differentiated responsibilities and respective capabilities (CBDR-RC).” These are important agreed principles that must be preserved.

1/25.📜It’s day twelve of #COP27 and here is your daily #LossAndDamage focused thread. The intense negotiations on “funding arrangements" continue today after the release of a new text which contained a set of three options for a decision on a fund to address #LossAndDamage. 🧵
2/25. As summarised by @YebSano of @GreenpeaceSEA during @CANInt press conference these options equate to: “Option 1, we have a fund here. Option 2, we have a fund next year, Option 3, we don't have a fund, let's talk some more.”
3/25. However, it is very important to note — as we did earlier in an extensive thread— that “option number 1” is not in line with the G77 and China’s current proposal for an operating entity (be it a fund or facility) under the financial mechanism of the @UNFCCC.
